Final MECERP Town Hall Meeting Held in Wiscasset

The final public town hall meeting related to Wiscasset’s participation in the Maine Clean Energy Economic Revitalization Program (MECERP) was held on March 12, 2025, in a hybrid format at the Lincoln County Regional Planning Commission and via Zoom. Approximately 30 participants attended in person and 19 joined virtually.


The meeting included an overview of MECERP and project goals, a presentation of the market scan findings, and a review of the draft implementation plan. The session concluded with an extended Q&A period that generated thoughtful discussion around future redevelopment possibilities for the two focus sites:


  • The 33-acre Birch Point Peninsula (Mason Station site)

  • The 297-acre Old Ferry Road parcel


Key Themes from the Discussion

Several important themes emerged during the public discussion:

Working Waterfront & Site CompatibilityParticipants discussed potential uses for the Birch Point site, including marina development, energy infrastructure, aquaculture-related activity, and supporting waterfront facilities. The concept of a “working waterfront” was emphasized, with discussion around how new uses could complement — rather than detract from — existing village waterfront activity. Housing Considerations

Community members expressed interest in addressing housing needs alongside site redevelopment. While affordability levels have not yet been determined, the Town indicated that housing consultants will be engaged to further analyze infrastructure capacity, market demand, and feasible affordability targets. Renewable Energy Potential

Questions were raised about renewable energy opportunities, including solar, offshore wind, and geothermal. The memo notes that the sites’ grid connections could support solar installations, and geothermal was discussed as a potential future energy source. Renewable energy integration was also recognized as a possible factor in attracting grant funding. Light Industry & Zoning

Clarification was provided regarding the term “light industry,” which aligns with the Shoreland Business II zoning designation. Examples of heavy industrial uses were distinguished from potential lower-impact commercial or marine-oriented activities. Tax Base & Economic Stability

Stabilizing and strengthening Wiscasset’s tax base was identified as a clear priority within the broader redevelopment conversation. The town hall marked an important milestone in the MECERP planning process, providing an opportunity for residents to engage directly with the findings and contribute feedback before next steps are evaluated.
